I'm considering purchasing 22" Wheels for my '03 F150.  I would like to know if the width from lip to lip matters as far as suspension.  I've had mixed answers from several garages and I'm confused.

There are a lot of variables when it comes to wheels & tires. I'd check some F-150 specific forums and ask. The main things you want to look for are offset & backspacing. Sometimes, you can have issues with the wheels/tires rubbing against the suspension components.  Also, keep in mind that when you lower a truck or modify the suspension, it also changes the fitment equation. Sorry to be so vague.

Also, if you plan on having the 22s on your truck permanently, you may want to thing about re-gearing the rear axle to make up for the power you'll lose from going to the 22s.
