i have a 97 f150 on bags and i was told that flipping my upper control arm would lower the front end of my truck. is this true  

no sorry that is not going to do anything
your air bag mounts to the lower a-arm
the only way to get more drop would be to use a shorter air bag cup or to raise the spindle by using drop spindles or drop lower control arms
