I read in the mags about people painting bumpers,grills, door handles etc.
I've also seen paint peeling off of chrome.
is there a good  permanent way to paint bumpers and grills?

As far as I know no paint sticks to chrome. Chrome I believe can be chemically treated then powder coated but that can be expensive. I have seen it done on chrome rims and it looked great but I don't know if it eventually peels off or not.
