HID headlight conversion

I want to upgrade my headlights to something better & I know HID is better than Halogen but I get confused looking at all the kits available. My headlight bulbs are a 9007 which has high & low in one bulb & it looks like the hi/lo is an option. How do they sell a kit for a 9007 bulb & then want you to buy an optional hi/lo kit or am I reading it wrong?

My uncle procured HID conversion kit from ProStreetLighting. I hope you can get relevant information from them. But I understand they are very easy to install.
